Fair Opportunity Under FAR 16.505(b): Federal agencies placing orders under SEWP must provide all contract holders a fair opportunity to be considered for each order above the micro purchase threshold. Ordering procedures may be streamlined, but they must ensure transparent notice of requirements, consideration of price, and equal opportunity for qualified contract holders to compete. Exceptions to fair opportunity are permitted only in narrowly defined circumstances such as urgency, unique capabilities, logical follow-on needs, or statutory direction, and must be documented in accordance with FAR 16.505(b). All ordering activities are required to maintain their supporting selection documentation and comply with debriefing and posting requirements where applicable. SEWP Fee: An Agency Administrative Handling Fee, not to exceed 0.34% of the total price of the delivery order, shall be applied to all orders under the SEWP VI contracts.
