Christopher Wegner

Chief Operations Officer (COO) - Chris has served as Nemean’s COO since 2023, leading Nemean’s daily operations, serving as chief of staff and senior advisor to the CEO and owners.  His focus areas include ensuring Nemean is contractually and operationally compliant, ethical, and forward-thinking in all functional areas. 

Chris Wegner is a native of Brenham, Texas. He served 29 years of active duty in the U.S. Air Force, following his commission from R.O.T.C. at The University of Texas. His USAF experience included deployments to Afghanistan and Iraq, two Squadron Command tours, the Secretary of the Air Force staff at the Pentagon, and as a Senior Contracting Official for the Air Force Sustainment Center at Hill AFB, the Space and Missile Systems Center at Los Angeles AFB, and USAFE/AFAFRICA at Ramstein AB, Germany. He retired from the Air Force in 2021 as a Colonel and his major awards include the Legion of Merit, the Bronze Star, and the Defense Meritorious Service Medal.

Prior to assuming his role as COO, Chris was Nemean’s Director of Contracts, and before that the Vice President of Federal Procurement for LSI, headquartered in Layton, Utah. He is a Defense acquisitions subject matter expert and his career in the program management and contracting communities’ spans over three decades of service.  . 

Chris has completed all levels of officer Professional Military Education and holds a Bachelor’s Degree in Aerospace Engineering, and Master’s Degrees in Contracts Management and Operations Research. He has Acquisition Professional Development certifications in the Program Management and Contracting career fields.

 

CONTRACTS

Clint Hartle

Director of Contracts - Clint joined Nemean Solutions, LLC in September of 2025 and is serving as the Director of Contracts.  In this capacity, Clint is responsible for all contract related matters within the company

Clint Hartle is an experienced contracting and program management professional with specific experience in acquisition, contract management, auditing, and program management developed over the last twenty-five years of civilian service.  In 2025, after 25 years of civilian service, Clint retired from Federal service after serving in various positions with the Defense Contract Audit Agency, Office of Personnel Management and the Defense Counterintelligence and Security Agency.  Prior to joining Nemean Solutions, LLC, Clint was the Deputy Head of Contracting at the Defense Counterintelligence and Security Agency, where he was responsible for the contract portfolio consisting of approximately 250 contracts valued at over $10 billion.

Clint graduated from Grove City College with a Bachelor of Science in Accounting and a Master of Business Administration from Robert Morris University.  While in civilian service, Clint was DAWIA certified and held an unlimited Contracting Officer and Agreements Officer warrant. 

Outside of work, Clint enjoys most outdoor activities and can likely be found somewhere around the country either in a marathon or on his mountain bike.


PROGRAM MANAGERS

Eric “Shu” Shuman

Program Manager - Shu joined Nemean immediately following his retirement from the US Navy. His focus is serving as Nemena’s SOF Training Support adviser and managing single-award IDIQ’s ranging from SOF training to support to information technology logistics.  Eric and his wife Jeannie own and operate Peak Fitness and Finish Strong CrossFit with their five sons.

Eric “Shu” Shuman is a native of Pearland, Texas. He enlisted in the US Navy in 1998. During his 23-year Naval career he was assigned to Special Boat Teams, Naval Special Warfare Basic Training Command and Naval Special Warfare Group Four. He made multiple deployments to the CENTCOM, PACOM and SOUTHCOM AORS. Eric is a veteran of Operation Iraqi Freedom, Operation Enduring Freedom, Operation Enduring Freedom- Philippians, And Operation New Dawn. His primary qualifications were SWCC Master, Master Training Specialist-Mentor, and Freefall Parachute Jumper.

He served as Team Chief, Training Leading Chief Petty Officer, Operations Leading Chief Petty Officer, Senior Enlisted Leader, SOUTHCOM Action Officer and curriculum manager. Eric retired in 2021 as the Training and Readiness Coordinator as a Senior Chief Petty Officer (SBCS/ E8). During his service Eric was awarded multiple Navy and Marine Corp Commendation and Achievement medals with the distinction of “valor” as well as numerous campaign medals and personal awards.

Eric joined Nemean Solutions LLC in December 2021 as the SOF Operations and Training Project Manager.

 

Anthony “Tony” Fennell, PMP

Senior Program Manager - Tony joined Nemean immediately following his retirement from the Army as currently serves as the corporation’s Senior Program Manager. His focus for the company is leading large, risky and complex programs nationwide and serving as a technical expert on a wide range of areas to Nemean’s COO, CTO and Ownership. Tony also serves his community as a multiple-term elected official in the Sonoita-Elgin Scholl Governing Board overseeing the local school district.

Tony Fennell was born on the South Side of Chicago. He enlisted in 1999 as a Chemical Operations Specialist, then commissioned in 2003 as a Military Intelligence officer branch detailed to the Infantry. he completed five successful combat deployments, serving at nearly every level of command. Additionally, Tony has 5 years of joint experience including two assignments with the U.S. Air Force; first as a Deputy Mission Crew Commander aboard the E8-C Joint Surveillance Target Attack Radar System (JSTARS), where he earned over 2000 combat flight hours, and as a Joint Air Operations Instructor for the USAF’s 505th Training Squadron.

Before retiring after 24 years of service as a Lieutenant Colonel, Tony served as the United States Intelligence Center of Excellence’s G3 and during retirement transition as the HUMINT Training Joint Center of Excellence’s J3. he earned the Legion of Merit, the Defense Meritorious Service Medal, 5 Meritorious Service Medals, the Combat Infantryman Badge, the Basic Parachutist’s Badge, the Basic Aircrewman’s Badge, and the Army Basic Space Badge.

Tony holds a Master’s Degree in Environmental Sciences from Southern Methodist University and a Bachelor’s Degree in Environmental Biology from Eastern Illinois University, and certifications as a Project Management Professional (PMP) and a Defense Intelligence Agency Collection Management Professional.

 

Ross Holley, PMP

Program Manager - Ross’ primary mission is managing all projects and programs at Fort Huachuca (Nemean’s home base) and the surrounding Southern United States, from CA to TX, and northward into UT, NV and beyond, including key missions such as the Intelligence Battle Lab. Outside of work he enjoys spending quality time in the gym and cruising on his Indian Vintage Dark Horse motorcycle.

Ross Holley grew up an Army Brat. He was commissioned Aviation (carrier branch Infantry as Aviation wasn’t a formal branch at that time) from the United States Military Academy in 1983. He spent his first tour flying first generation UH-60A throughout Central and South America; after which became a military intelligence aviator flying Peacetime Aerial Reconnaissance Program (PARPRO) missions for the Defense Airborne Reconnaissance Office (DARO). Ross spent most of the remainder of his 28-year career in the deployment of both manned/unmanned Quick Reaction Capabilities (QRC) and Program of Record (POR) aerial reconnaissance platforms across several theaters to include maiden deployments of the Predator UAV as an Advanced Concept Technology Demonstration in support of Bosnia Implementation Force (IFOR) and Stabilization Force (SFOR) operations, and TF ODIN’s initial deployment as an surveillance, reconnaissance, and target acquisition capability during to Operation Iraqi Freedom.

Prior to assuming his role as a Program Manager (PM) for Nemean Solutions, Ross was both Site Lead and PM for Advanced IT Concepts, and before that the Chief of Staff for Quaestor Federal Consulting. Ross has completed all levels of officer Professional Military Education and holds a Bachelor’s Degree in Engineering. He also possesses certification as a Program Management Professional (PMP). 

Bruce Pitts

Program Manager - Bruce’s focus is integrated programmatic leadership for services and support contracts along the eastern United States, supporting teams at Fort Moore, GA; Fort Eisenhower, GA; Fort Novosel, AL, Maxwell Air Force Base, Alabama; Kings Bay Nuclear Naval Base, GA and more, helping them achieve their mission objectives with untiring commitment.

Bruce Pitts spent 18 years at the Maneuver Capabilities Development and Integration Directorate at Fort Moore, GA as the Subject Matter Expert for Precision and Conventional Mortar Ammunition, contributing to advancements in High Explosives, Illumination, Infrared Illumination, Smoke, and Full Range Training Cartridges for 120mm, 81mm, and 60mm mortars before joining Nemean Solutions.

Bruce has also held positions as a Project Manager for Subsystem Technologies, ACLC, and Nemean, before moving into his current corporate role. He attended Jacksonville State University, majoring in Communications and Public Relations.

Bruce has been married to his wife Kerri for 31 years, and they have four children. Bethany lives in Enterprise, Alabama, with her husband Sawyer and their 2-year-old daughter Lucy. Barak resides in Northfield, New Hampshire, with his wife Abbey and their 4-month-old son Luke. Abi Grace is a Veterinary Technician in Lee County, Alabama, and Nate is a freshman at the University of Alabama in Tuscaloosa.

Outside of work, Bruce enjoys following all things Alabama football and basketball (Roll Tide!), traveling, reading, and playing golf. He loves supporting his teams, dedicated to empowering them, fostering their professional growth, and ensuring their well-being.

 

Marc Hinkelman

Program Manager - Marc provides mission-aligned program leadership for services and support contracts throughout the National Capital Region (NCR), aligning Nemean Solutions’ advisory, operational support, and program management capabilities to deliver compliant, mission-focused outcomes for federal clients.

Marc Hinkelman is a native of Coloma, Michigan, and served 21 years in the U.S. Army as a Ranger, holding leadership roles across operational, training, and joint counter-drug and counter-narcotics assignments.  He is a graduate of all Noncommissioned Officer Education System (NCOES) schools, including Class 53 of the Sergeants Major Academy. A Master Jumpmaster in both static line and Free Fall with a combined 2,800 jumps and awarded the Combat Infantryman’s Badge along with numerous other military honors.   

Prior to assuming his role as a Program Manager (PM) for Nemean Solutions, Marc served as a senior global security and risk governance leader with more than 20 years of experience directing safety, security, and crisis management operations across Africa, Europe, the Middle East, and other high-risk conflict affected regions worldwide. He is recognized for strengthening organizational resilience, advancing duty-of-care standards, and enabling mission continuity for multinational organizations operating in complex politically sensitive environments. Throughout his career, Marc has held senior leadership positions supporting the U.S. Department of Defense, Department of State including International Narcotics and Law Enforcement (INL) and Diplomatic Security (DS), and the Department of Justice.

Marc holds both a Bachelor’s and Master’s Degree in Management and is certified as a Program Management Professional (PMP).


People, Finance, Accounting and Recruitment

Al Edwards

Chief Financial Officer - Al Edwards serves as the Chief Financial Officer of Nemean Solutions.  He leads financial operations and collaborates with the Executive team to develop and execute financial and corporate strategy and serves as principle corporate financial advisor to the CEO and owners.

 

Al Edwards serves as the Chief Financial Officer of Nemean Solutions.  He leads financial operations and collaborates with the Executive team to develop and execute financial and corporate strategy.

Leveraging over 30 years of operations, project, and program management, with accounting and finance, Al brings a unique combination of hands-on and strategic expertise to Nemean.  He is as comfortable with a pipe wrench as he is with Project P&Ls and GAAP.

Prior to joining Nemean Solutions, Al served Native Energy & Technology where he spent six years as a PM and PgM, and eight years as CFO.  As CFO he guided Native through multiple years of double-digit growth.

Graduating from Columbus State University with a BBA in Accounting, Al is a Certified Public Accountant, a PMP, and holds a Nicet Level II Certificate in the Inspection and Testing of Water Based Fire Protection Systems.

Anne-Marie Negrón is a seasoned Human Resources professional with over 25 years of experience in Human Resources management, benefits administration, payroll processing, policy writing, and AA/EEO compliance. Currently serving as the Human Resources Manager at Nemean Solutions, LLC., Anne-Marie is renowned for her strategic leadership in aligning HR initiatives with organizational goals, enhancing compliance, and optimizing HR processes.

Anne-Marie’s role involves collaborating with senior leadership to develop and implement comprehensive HR policies and procedures and managing complex HR programs, including compensation, benefits, and compliance with federal, state, and local regulations. Her expertise extends to performance and talent management, employee relations, and maintaining compliance with SCA/CBA requirements.

She is SHRM-SCP certified and possesses a strong background in conflict management, financial oversight, and policy development. She is known for her exceptional communication skills, ethical leadership, and ability to thrive under pressure. Fluent in multiple languages, including English, German, and Italian, with advanced knowledge of Danish and Czech, Anne-Marie brings a global perspective to her HR practice.

Anne-Marie graduated from high school in Munich, Germany, and pursued further education in Business Management. Throughout her career in Human Resources, she has earned numerous certifications in payroll, benefits administration, and personnel management.

 

Anne-Marie Negrón, SHRM SCP

Director of Human Resources - Anne Marie, as Nemean’s senior HR professional and advisor, remains committed to professional development through continuous learning and certifications. Her diverse skill set and extensive experience make her a valuable asset in driving human resources excellence and organizational success.

Taylor Boas, SHRM-CP

Human Resources Analyst

Taylor is an HR Specialist at Nemean Solutions, with over 10 years of human resources experience in the Defense Contracting industry. Since joining the team in February 2024, Taylor has focused on supporting the employee lifecycle and managing benefits administration. She is SHRM-CP certified, highlighting her commitment to HR excellence and best practices.

Julissa Gonzalez

Project Control Analyst

Julissa Gonzalez serves Nemean Solutions as a Project Control Analyst. With over 10 years of experience, she keeps program managers and senior leadership focused on project budgets, forecasting, and risk management. 

She is comfortable taking on new responsibilities and supporting her team wherever she can. Julissa is a native of Glendale California but now calls Arizona home.

Paige Perillard

Sr. Recruiter 

Paige joined Nemean Solutions, LLC in 2025 as Senior Corporate Recruiter, bringing over 20 years of experience supporting DoD and federal contracting recruitment efforts. She is known for her creative sourcing strategies, strong compliance focus, and people-first approach that builds trusted partnerships and sustainable talent pipelines.

Tammie Pierce

Payroll Specialist

Tammie has professionally supported HR/Payroll since 2004 since being in the private sector for 8 years and DOD contracting 14 years. I believe people are an asset, not just resources.  My goal is to create HR/Payroll environments where transparency, accountability, integrity, and operational excellence drive both employee engagement and business performance.

Tammie is a native of Colorado Springs, CO and enjoy short and long-distance riding and exploring historic and ghost towns. She also enjoys camping, fishing, and hiking while spending time with family during our outdoor adventures.


Corporate Security and Certification Compliance

David Landstra, CSM

Chief Technology Officer - David has been serving as Nemean Solution’s Chief Technical Officer since January 2022 and has been his full time focus since November 2023. David’s focus areas include maintaining and improving Nemean’s ISO and CMMC status; he has also developed into an amazing Government Wide Aquisition Contract (GWAC) business developer, helping Nemean secure GSA 8(a) STARS, OASIS+, and SeaPort-E.

David Landstra was born in Janesville, Wisconsin and spent most of his educational years in O’Fallon, Missouri. He attended Missouri University of Science and Technology (formally University of Missouri Rolla) where he earned the Trustees scholarship and served as the president of a club sport. During his time in college, he interned with Raytheon as a Software Engineer. He graduated in 2011 with a Bachelor of Science in Computer Engineering.

After graduating David moved to Arizona and worked in the medical software industry for 5 years. He started as a Junior Software Engineer and moved up through the company and ended up with dual roles as a coder and Scrum Master. To meet the new requirements of his position he became a Certified Scrum Master and was a servient leader of multiple Agile developmental teams.

In 2016 David got the opportunity to reenter the Defense Contracting world while continuing his role as a Scrum Master in Sierra Vista, Arizona. He spent 3 years training and mentoring a system administration team in Agile methodologies while also working as a SR. System Administrator on the DCGS-A project.

David got the opportunity to join Nemean Solutions in December 2018 on one of Nemean’s first contracting efforts. He was hired as Senior Software Engineer and served as a Lead Software Engineer in the Army’s Communication Security and Logistics Activity. When Nemean was awarded the Army Future Command’s Intelligence Battle Lab, David took on the dual role of Principal Software Engineer and Team lead. A year later, David was moved into the role as Program Manager for all Nemean’s efforts on Fort Huachuca.

Toni Tippetts

Facility Security Officer

Toni Tippetts is a dedicated Facility Security Officer with over 16 years of experience in Industrial Security for Department of Defense contractors. She is a long-time member of National Classification Management Society (NCMS) and currently holds the Secretary position in her local chapter. Throughout her career, Toni has consistently demonstrated excellence, never receiving less than a Superior rating from the DoD.

Danielle “Dani” Tanner

Growth Strategy Manager 

 

Danielle “Dani” Tanner is the Growth Strategy Manager at Nemean Solutions, based in Chesapeake, VA, where she leads and supports the company’s business development, capture, and proposal efforts across federal and defense markets. In her role, she is responsible for identifying new opportunities, shaping growth strategies, coordinating cross-functional teams, and guiding pursuits from identification through award. 

Dani brings over six years of diverse leadership experience across operational and team-based environments, which informs her collaborative, disciplined approach to driving organizational performance. Since joining Nemean, Dani has played a key role in strengthening internal growth processes, improving capture coordination, and supporting competitive, compliant proposal development. She is known for her ability to balance strategic planning with hands-on execution, ensuring that growth initiatives are aligned with Nemean’s long-term objectives and customer needs. 

Dani earned her Bachelor of Science in Business Administration in Management in 2026. Outside of her career, she enjoys traveling and backpacking, valuing the opportunity to explore new places, embrace challenges, and maintain a balanced, active lifestyle. 

Ed O’Donnell is a native of the Washington, DC area. He is a CPA with an MBA from Virginia Tech. Overall, Ed has over 35 years of Government Contracting experience primarily in finance and accounting roles. He has been in his current role at Nemean Solutions since early 2025. His career began in public accounting working at Deloitte & Touche as an Audit Senior in the Emerging Business Services / Audit Department.

After 5 years in public accounting, Ed progressed into finance / accounting roles at a number of major Government Contractors including roles at Lockheed Martin Corporation’s Corporate Headquarters. He has also held VP Finance / Accounting roles at several publicly held Government Contractors -- including ACS Government Solutions and DRS Leonardo’s Services Sector.

Ed and his wife (of 40 years) now live in Jacksonville, Florida and enjoy the variety of natural wildlife in the area. He also enjoys his grandchildren, exercising, and following his favorite sports teams -- the Ravens and the Orioles.

Laura Brooks, PMP

Capture Manager

Laura Brooks is a senior program and capture leader with more than 15 years of experience supporting complex federal programs across FEMA, the Department of Defense, and other civilian agencies. Throughout her career, Laura has been trusted to lead high-visibility initiatives, manage cross-functional teams, and partner closely with government clients to deliver results in high-stakes environments.

Prior to joining Nemean Solutions, Laura served in senior leadership roles overseeing large federal contracts, where she was responsible for program execution, workforce development, client engagement, and business growth. She is particularly known for building strong client relationships, earning exceptional CPARs, and translating operational performance into compelling past performance and win strategies. Laura has successfully grown programs through organic expansion and task order wins.

Born and raised in Detroit, Michigan, Laura has spent her entire adult life in the Northern Virginia area, where she has built deep professional networks across the federal contracting community. She holds a Bachelor’s degree in Business and Organizational Innovation and is a certified Project Management Professional (PMP).  Outside of work, Laura enjoys spending time with her blended family of six grown children and her two extra-large dogs, Teddy and Smokey, who happily keep her committed to daily three-mile walks. 

Armando Barnhart

Vice President of Recruitment and Retention

Armando Barnhart, Jr., is a native of Immokalee, Florida, with over 33 years of combined military and federal contracting experience.

He served 21 years in the U.S. Army, holding senior leadership positions across multiple assignments. His service earned him the Bronze Star and the Combat Action Badge before retiring in 2013 as a First Sergeant from the U.S. Army Intelligence Center of Excellence, Non-commissioned Officer Academy. Following retirement, Armando worked in defense contracting, most recently as Project Manager for Army Cyber Command’s Mission Assurance Program, overseeing global threat assessments on Defense Critical Infrastructure.

He joined Nemean Solutions in 2021, he now serves as Vice President of Talent Management. Above all, Armando is proud to be a father to his daughters, Katelynn Amber and Kira Arianna Barnhart.

Shannon Blanchard

Shannon Blanchard supports Nemean’s growth efforts by leading proposal development, coordinating inputs across teams, and ensuring submissions are compliant, compelling, and strategically aligned. She brings a detail-oriented, process-driven approach to proposal execution and content refinement, helping translate technical expertise into clear, evaluator-focused narratives.

Shannon is engaged in APMP professional certification and applies industry-recognized proposal best practices to strengthen Nemean’s competitive position.is based in Louisiana and brings a detail-driven, disciplined approach to her professional work. A proud LSU supporter, she is the mother of two successful LSU graduates and is married to a respected engineer and developer. After many years contributing to the growth and development of his companies, she is now dedicated to applying her skillset to support winning outcomes for Nemean.
